About the Opportunity
The City of Oxnard is looking for a full-time City Traffic Engineer to join our team in Oxnard, California. This is an in-office position, working a 9/80 schedule with every other Friday off.
Reporting to the City Engineer, you will lead and support a team of 9 full-time employees and consultants, overseeing the operations of Traffic and Transportation services. You will provide day-to-day leadership and foster a high-performance, customer service-oriented work environment which supports achieving City objectives and service expectations.
Your responsibilities include, but are not limited to:
- Preparing and administering the Transportation and Mobility section of the Public Works budget
- Managing contracts for traffic engineering consultants
- Coordinating traffic services with other City departments
- Developing grants for potential funding
- Representing the City as an inter-agency liaison on regional transportation issues and infrastructure financing
- Participating in committees, commissions, and citizen groups related to transportation and traffic matters
- Managing the planning, coordination, maintenance, and repairs of city signals
- Evaluating and improving overall traffic management, including signage, striping, bicycle and pedestrian networks, and traffic calming initiatives
- Overseeing a team that reviews development-related projects concerning transportation and traffic areas, and associated documents
- Directly overseeing transportation and traffic-related Capital Improvement Plan projects with various complex funding sources
- Managing citizen requests and public inquiries for traffic-related improvements
- Collaborating with school administration to enhance school zone safety and operations

About You
To qualify, candidates need a Bachelor’s degree in engineering or a directly related field, a minimum 5 years' professional engineering and/or construction/project management experience with 2 years' supervisory experience.
The following licenses/registrations are required (if you hold licences/registrations from other states, you must be able to apply for and obtain licences/registrations in California):
- A valid California Professional Engineering (Civil) Registration or Registration as a California Traffic Engineer (obtained within the first twelve months of employment)
- A valid California Class C Driver’s License with a satisfactory driving record

- Proficient in modern principles and practices of transportation engineering and project management, including budget administration and financial oversight
- Proven capability as a liaison and subject-matter expert, offering consultation to programs
- Excellent communicator with strong interpersonal skills, delivering exceptional customer service
- Capable of delivering articulate expertise in municipal engineering to diverse audiences
- Strong knowledge of regulations and experience working collaboratively with governmental agencies
- Demonstrated experience in leading and coaching teams, employing effective training methods

- A 3% salary increase for all employees, effective the first full pay period of July 2024 as per the OMMA MOU, setting the new salary range at $118,307.18 to $189,291.53
