About the Opportunity

The City of Oxnard is looking for a full-time Supervising Civil Engineer to join our team in Oxnard, California. This is an in-office position, working a 9/80 schedule with every other Friday off.

Reporting to the City Engineer, you will lead a team of 13 employees, overseeing complex citywide projects, managing engineers, technical staff, and providing paraprofessional engineering support. Your role involves coordinating services for the city's capital improvement program, ensuring seamless execution, and effective supervision of various projects, including general civil engineering, construction, maintenance operations, and traffic systems.

Your responsibilities include, but are not limited to:

• Supervising construction projects from conception to close-out
• Defining project scope, operational problems, and specific needs
• Managing the engineering design process and providing technical expertise
• Serving as the key staff contact for architects, engineers, consultants, and outside agencies
• Managing work assignments, project scheduling, and budgets
• Reviewing specifications, drawings, and bid documents
• Inspecting job sites and coordinating project standards and procedures
• Reviewing and approving invoices, change orders, and design scope changes
• Facilitating meetings and making public presentations
• Assisting in budget preparation and maintaining project records
• Coordinating with outside entities and overseeing infrastructure improvement plan reviews
• Ensuring compliance with design standards, policies, practices, codes, and regulations
• Providing project management, scheduling resources, and managing budgets and contracts
• Performing complex engineering calculations, analyzing information, and recommending alternative solutions
• Participating in policy development, staff training, performance evaluations, and managing employee hiring and discipline
• Overseeing the preparation of feasibility reports, design of plans and specifications, and consultant contracts

About You

To qualify, candidates need a Professional Engineering (PE) Registration and a minimum of 5 years' professional engineering or construction/project management experience, including 2 years of supervisory experience.

• Proven ability in organizing tasks, prioritizing assignments, and managing workflows efficiently
• Proficient in civil engineering principles and project management, including budget administration and financial oversight

• Proven track record in ensuring compliance with laws, codes, regulations, and contracts
• Skilled in identifying and addressing engineering deficiencies, evaluating projects, and providing effective solutions
• Excellent communicator with strong interpersonal skills, delivering exceptional customer service
• Proficient in utilizing modern office technology and software applications to enhance communication and operational efficiency
• Ability to obtain and maintain a valid Class 'C' California driver's license
