About the Opportunity

The City of Oxnard is looking for full-time Assistant Planners, Planners, and Planning Supervisors to join our team in Oxnard, California. This is an in-office position, working a 9/80 schedule with every other Friday off.

Your primary responsibilities will include, but are not limited to:

Assistant Planner

  • Reviewing and evaluating land use development proposals
  • Performing plan review, issuing permits, and assisting developers, engineers, architects, and other customers at the planning counter
  • Reviewing development projects for design, layout, parking, architecture, landscape and compliance with zoning code
  • Writing planning staff reports for the Planning Commission hearings or City Council
  • Performing entitlement/background research regarding developments
  • Processing zoning clearances, home occupations, and temporary use permits
  • Responding to public inquiries at the planning counter, via email or phone

Planner

  • Reviewing and processing ministerial and discretionary entitlement applications
  • Reviewing development projects for compliance with zoning ordinances, State regulations including the California Environmental Quality Act (CEQA), and land use policies
  • Preparing and working with CEQA consultants in the preparation of minor environmental assessments on projects submitted for City approval
  • Acting as project manager, coordinating and/or negotiating with other individuals, groups, divisions, departments, and agencies in the processing of development projects
  • Preparing staff reports and making public presentations before appointed boards, commissions, committees, community groups, and the City Council
  • Performing plan reviews, issuing permits, and assisting developers, engineers, architects, and other customers at the planning counter. Respond to public inquiries at the planning counter, via email or phone
  • Processing zoning clearances, home occupations, and temporary use permits

Planning Supervisor

  • Preparing staff reports and making oral presentations to City Council, boards, commissions, and neighborhood groups
  • Monitoring compliance of projects with environmental review law, and identifying potential external environmental impact issues
  • Conferring with developers, architects, engineers, attorneys, and contractors on development plans and designs regarding processing requirements, procedures, policies, and standards for land use

  • Participating with various boards, commissions, and committees, and preparing related agendas, reports, and minutes as needed
  • Supervising the preparation of Planning Commission packets and agendas
  • Overseeing the filing of development applications and research and draft revisions and amendments to the City’s General Plan and Zoning Ordinance
  • Conferring with personnel from other city departments and agencies in facilitating various projects
  • Assisting in the development of procedures to streamline and clarify application processing

About You

Candidates for all roles would require the following skills and experience:

  • Bachelor’s degree in Urban or Regional Planning, Economics, Architecture, or Landscape Architecture
  • Strong ability to communicate effectively in written and spoken English to effectively communicate with fellow employees, customers, and vendors
  • Ability to work effectively with internal and external stakeholders in various levels and interest groups
  • Valid California Class C Driver’s License with a satisfactory driving record

To qualify for the Planner opportunity, you must have 2+ years of planning experience. 

To qualify for the Planning Supervisor opportunity, you must have 5+ years of Associate Planner experience.

About the Benefits

As recognition for all your hard work and determination, you can look forward to the following annual salary:

  • Assistant Planner - $64,199.62 - $99,456.66
  • Planner - $71,123.73 - $106,685.70
  • Planning Supervisor - $70,931.95 - $135,644.50

Assistant Planners and Planners will also receive the following generous benefits:

  • 9/80 schedule - every other Friday off  
  • CalPERS Retirement – “Classic” members: 2% at 55 and “New” members: 2% at 62. Employees pay a portion of their annual earnings toward their retirement. The City does not participate in Social Security
  • 1% contribution to deferred compensation program
  • Educational incentive pay based on degree - 2.5% to 3%
  • Generous health and dental coverage
  • Life insurance coverage
  • Vacation leave accrued at a rate of 4.39 to 8.08 hours per pay period based on years of service
  • Sick leave accrued at a rate of 3.70 hours per pay period
  • Tuition reimbursement
  • 12 paid holidays off per year

The Planner Supervisor will also receive the following generous benefits:

  • 9/80 schedule - every other Friday off  
  • CalPERS Retirement – “Classic” members: 2% at 55 and “New” members: 2% at 62. Employees pay a portion of their annual earnings toward their retirement. The City does not participate in Social Security
  • 1% contribution to the deferred compensation program
  • Generous Extended health and dental coverage
  • Life and AD&D insurance coverage
  • Vacation leave accrued at a rate of 6.24 to 11.78 hours per pay period based on years of service
  • 40 hours of Administrative leave of per fiscal year
  • Tuition reimbursement
  • 12 paid holidays off per year
